Begin adding useful content from the beginning. Add the content of levels 70 - 99 of Herblore if there isn’t enough. The xp curve should be reduced from 70 to 80. The process of leveling your skills will take longer, but not be 10 times longer.

This was never an issue until it became necessary to level that high...now it is for many people because there's actually content up there.

There must be an option to make content that is mid-level more meaningful and not just a means to a high end goal (high level content), but it's unclear what this would mean.

A small percentage of the community does actually participate to get a sense of achievement. Most of them are aiming for 200m skills, they gain nothing in the process generally through content and still enjoy playing.

Personally I feel that runescape has no end game that is worth the effort, so what, you are maxed combat... What do you do? For 200 kills/trip, you can kill bandos. You ask why? What is the reason?
